Draft PricewaterhouseCoopers report on the Review of Cost Recovery Arrangements for CRICOS Registration and Regulation Activities
Draft PricewaterhouseCoopers (PwC) report dated 8 May 2015 on the Review of Cost Recovery Arrangements for CRICOS Registration and Regulation Activities. The Department of Education and Training (the department) commissioned the report provided by PwC as an initial modelling exercise, as part of a broader review to improve the Education Services for Overseas Students (ESOS) legislative framework in consultation with the Tertiary Education Quality and Standards Agency (TEQSA), the Australian Skills Quality Authority (ASQA) and the Overseas Students Ombudsman (OSO).
All agencies consider this to be an independent report by PwC that provides an early assessment of current cost recovery arrangements. The recommendations of the report will inform future analysis, but will not be implemented in their current form. The report is in draft form. The department notes that a number of figures used to calculate the new model are indicative only and will be subject to change through more detailed analysis in the future, pending further reform of the ESOS framework.
The department further notes that the draft report dated 8 May does not address several issues raised by the department, TEQSA and ASQA relating to PwC’s calculations and assumptions in its modelling, and contains PwC’s own judgments and interpretation of the current arrangements. These statements should not be taken as the Government’s position and may be subject to further change.
Any changes to the current cost recovery arrangements will be assessed more fully following finalisation of proposed changes to the ESOS framework. On 7 July 2015 exposure drafts of the ESOS (Streamlining Regulation) Bills—the Education Services for Overseas Students Amendment (Streamlining Regulation) Bill 2015 and the Education Services for Overseas Students (Registration Charges) Amendment (Streamlining Regulation) Bill 2015 were released for public consultation. Changes to the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students 2007 will also be progressed over coming months.
